Ok, the scenario is two units are 4" away from each other. There's a 3" high wall in between, but they have Line of Sight. Going around the wall is only 8". What do they need to roll to successfully charge? And do all models have to take the same relative path?

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Is the wall impassable or merely difficult terrain?
If difficult then 4", with 2" subtracted from charge range barring other rules.
Closest to closest is for the first model only, clearly covered in the move chargers rules...

as Nosfteratu1001 points out, closest to closest of the for the first model only, and the rules specifically say most direct route possible. So unless the terrain is impassible you'd be charging through it.

Are they on an elevated surface, I.E. the 2" "wall" is actually a ledge for a section of ground which is 2" higher?
If not then it doesn't matter. In the rules as they currently stand anything - so long as it's not specifically impassable - is difficult terrain. You can stroll through the solid walls of a building, vault fences, and phase through big boulders to your heart's content. with nothing more than a difficult terrain check.

Only for recognized levels of terrain. The low wall mentioned by morganfreeman above would not be an example of another level of terrain. The second floor on a ruin would, though.

If the wall is difficult terrain, iyou never move vertically. You mvoe horixontally through, and measure the base to base distance as normal.

There is no such thing as levels anymore. If the low wall is defined as impassable terrain you will have to measure the vertical distance to go over it and back down.

It is not labeled as such, the rules call it "floors", but it still applies. Vertical movement only applies when there is terrain to climb up to a different floor.
A wall you are going past does not apply in this case any more than a second floor in a ruin you are also bypassing.
