I'm a total noob and haven't even played a proper game. I've been studying the rulebook and codex intensely as well as browsing the forums. I want a slightly "fluffy" army and for that reason it's a personal requirement that I use the Craftworld Warhost. It's also for that reason that I want lots of Aspect Warriors and Dire Avengers in particular. My strategic sense and my appreciation of the models compels me to take a Crimson Death formation. I've maximized my number of Fire Dragons to, and plan to suicide them in a Wave Serpent and do as much damage as possible. The Dire Avenger Shrine bonus that gives all those Dire Avengers +1 BS seems like it would cause some real damage. My scatter lasers on the bikes will be an annoyance, and the lances on the Vyper and Crimson Hunter seem deadly to vehicles.

I like the variety of anti-tank/MC: Crimson hunters and fire dragons, scatter bikes, Vyper, and warp spiders.
I imagine the list would try to play like this: You exchange fire at long range. If your opponent tries to close the distance, the dire avengers intercept them.
I feel like several things here are overkill. Do you need a whole ten fire dragons? A whole 30 dire avengers? But if you're playing in a setting that isn't tournament-competitive, that list will do decently.
I do think that starting at 1850 isn't the right thing to do. If you want to be an actor don't start with Shakespeare's Scottish Play's main role. You should, if possible, play smaller games first. You should be able to show up at the game store and play whatever point value. With that in mind, I present ways to scale your list down:
Drop the dire avengers and the dragon breath flamer and a couple of fire dragons and you're at 1500.
Keep going, dropping the crimson hunter formation and you're at 1000 or so.
Boom, you've got a scalable list and you can be willing to play at lower point values, too.
The windrider host on its own is just shy of 500 points, too. Add some gear to your farseer (or more windriders? Is that possible?) and you're there.
Now go play some games!

I do intend to play games at various points, I've mostly spent time compiling this list to form a rough framework of which models I should aim to buy so as not to waste money, which I did when I was younger. I've been going to my local store's beginner hour on Sundays and collecting my core.

By posting individual points costs, you give away GW's intellectual property, which gets dakka in trouble and violates IRS rules. Other posters do list whole unit costs , bit not specifics. And for the army forum we do not need those.
Jetbike models are a great start.
Poster Celerior is right about 1850. A 40k newb ought to learn in increments. Buy models to a 500 point game, then another 500, working your way to 1500 and up.

Especially considering the most deadly parts of the list don't Run anyway. Warp spiders might have to a couple times, but meh on that. Dark reapers are just gonna hang out sniping things. Fire dragons are riding up the field in a transport. Anything on a jetbike doesn't benefit at all. The only units really benefiting from the full Run are the on-foot dire avengers.
I can't remember the special rule for the windrider host off the top of my head, though, if that's what you want the formation for.

The BS 5 Dire Avengers are an annoyance (though hitting the bladestorm more reliably makes them even more so), while the scatter lasers rip everything apart (and from a much safer position). However, set up a good use of the other DA shrine rule (making their catapults assault 3 for one shooting phase) and you WILL slaughter things. Them being on foot, though, means you need to do it right, and the full Run will make that easier.
I would also be in favor of dropping the exarch in the dire avenger shrine (says you can only have one, not that you have to take one [but hey it's fluffy]), and give the jetseer and jetlock singing spears.
