how long have you been out/ how far are you into the current rules?
i can make out a CAD and an Allied Detatchment in there.

other than that your units seem like solid choices, maybe except the guardian squad.

also, some people will hate you outright for playing 2 of the most powerful factions in one army. just like that.

you wanna play competitive or casual?

I wouldn't say hate. If he was running riptides, Wraithknights and scatbikes then ya. He's not running a very powerful eldar ally.

i have been out for about a decade and am just starting the rules so i didn't know that they where the two most powerful factions

i mainly plan to play casual, also did not know what is a good choice around that point level for the guardians thought i am open to opinions for what i should change them
im also thinking of changing the warp spiders for a more CC choice, if need be i can just get rid of the eldar all together as i do not intend to piss people off just trying to enjoy the hobby again

i have started with 7th edition myself.

what spacewolverine said.
those three units are easily in the top 5 points-for-power units in the game, to be diplomatic.
you should also check out "formations", especially tau ones, as they can dramatically increase the power...well see for yourself.
to be fair, eldar have the arguably best/most broken/cheesiest units.

that said, an all eldar or all tau army is generally more powerful than a mix of the two(rules for allys).

CC-choices might be a good way to weaken the eldar, but thats not to be generalized.
it all depends on meta.
