I'm planning on doing a 3 man Librarius Conclave (3-5 librarians must be taken, with Tigurius one of the Librarians in this case), and here is how I want it to be built:

Librarian 1
Chief Librarian Tigurius

Librarian 2
No Upgrades

Librarian 3
Plasma Pistol

What do you think? How should I play this formation? What powers should I give them?

INSANE army lists still available!!!! Now being written in 8th edition format! I have Index Imperium 1, Index Imperium 2, Index Xenos 2, Codex Orks Codex Tyranids, Codex Blood Angels and Codex Space Marines!

In a vacuum, the librarius conclave is still quite good but i'd need to know the rest of your army to tell you what do with it. All pistol weapons are absolute garbage, never buy them. make both other libbies ml2 anything else you might bring is deoendent on who you bring with them. they are an absolutely bonkers force multiplier, not a beatstick.

Define "In a vacuum"

They were great before the new drafted FAQ. After the FAQ came out, they are Ok choices and still steamrolled the armies who lack psychic dices such as Tau / Necorns if they survived those intense fire first to use powers to buff the army. And when facing weaker armies, the Librarian Conclave properly supported SM army would likely be almost unstoppable.
If you fight against Eldar Seer Council in "post FAQ", the SM Conclave is just rubbish in such Psychic duel. If they use their formation special rule, they can at most cast 3 powers a turn, which would likely be a huge waste of dices when you generate around 10 and success on 2+. The limitation also reduce the number of powers we can use to distract the deny dices throw out by the Eldar away from the important powers (i.e. using the "terrifing" powers like Psychic sherik or Psychic scourge or Vortex of Doom to attract the Seercouncil's dices so they would be lack of resources to deny the important "Teleportation type" powers and Invisibility, Veil of Time, or Preciense is the usual tactics when fighting Eldar), but for now such marine trickery won't work ever, while the Eldar's sheer brutality in dice number the Seercouncil has and Eldar trickery of reroll DtW for each Farseer in the army should reliably wins this duel.
However, all is not lost, if you fight against a mildly psychic Eldar army with only 2 Farseers as CAD HQ, if should be quite a fair fight.
Finally, if you see a Culexus onfield, get the hell out of there, if the Assassin is within 12 inches of your footsloging Conclave, they are neutralize for that turn. If he somehow gets within 6 inches, your Conclave is as good as dead for the whole game. Shoot that assassin dead if you see him bearing down your Conclave, on statistics, 72 bolter shots, or 12 flamer will silence him. If you have multiple Razorbacks with TL Assault cannon, it is Ok in taking him down.

Without thinking about any other variables, such as what else your army consists of, the meta and regular opponents.

Worth remembering that the DtW reroll only works on spells that directly target the farseers unit. You can happily terrify and psychic screech etc any other units in his army to draw out dice.

The key problem is you now can ONLY cast 3 powers. And when fighting Eldar with Psychic supported SM armies, some powers are almost a "must go off", such as Invisibility (to survive the D weapon spam and all those rending shot weapons and helps survivng combat when you are caught by WK or Banshees or Scorpion Exarch), Veil of Time (to help you survive the Guide buffed Scatbike or the charges of those Scorpion), Gate of Inifity or Electro Displacement or shifting terrain one ( Marines are slow after they deployed on the ground, and these "teleport" type power is almost the only Hope to let a deathstar keep up with the Eldar's speed), as well as the possible Preciense to ensure your Grav Cannon can kill that WK with shield. SO, unlike the pre FAQ, we don't have the luxury to use one or two dices (due to success on 2s) to cast offensive powers, that means Marine Librarian Conclave are Much Much more predictable in Psychic phase, a smart Eldar player running Jetseer Council can now safely reserve all their dices so can have a higher chances than before in denying the important buff power and then deal with the marine deathstar easily.

Against a less powerful army though, Librarian Conclave casting three powers are usually brutal enough and if most things go statistically right, Marine psychic deathstar would be bullying less powerful army whole game

I think they are a lot worse than what people will tell you.

It's tough to deliver 3 ultramarine librarians, one of which is on foot.

If you want to put them on bikes then you will be capped at 2 powers which is their biggest drawback.

They get really expensive and CAN offer a lot of power but at the end of the day we want consistent power.

LR Crusader

Inquisitor with servos
liber heresius
rad grenades

land raider scouts up 12'' and can also move up 6'' and deploy then 6'' on the first turn. Pretty solid turn two charge for most armies.

White scars bike star is the generic option. Add in khan and a command squad.

I'd always suggest going for axes in almost any option.

Librarious conclave is amazing depending on what else you bring. I personally bring tiggy and 2 level 2 libbys with 3 Knights. Make one invisible, make one ignore los and cover, and move terrain to get them in position. I wouldn't take conclave in say a gladius but if you are buffing a Death Star they're great.

I've used think a Tiggy Conclave in a UM Gladius and it's been pretty fun: A powerfist chaplain, lightning claw captain, 3 librarians, and 5 tactical marines drop in a pod in their back lines turn 1... then spend the next 5 turns causing havoc as the invis, save re-rolling, terrain hopping distraction allows your marine version of the Zerg to drive around capturing objectives.

I run a DA Conclave with 4 Lvl 2 Libbies alongside a Battle Demi Company and have had devastating results.

Attach a Divination Libby to a Dev Squad and re-roll misses with those Heavy Weapons. Or add Ignores Cover to deal with that pesky jinking target.

Add a Santic Libby to an Assault Squad and watch the fun when you buff all those melee attacks to S6 or have them rapidly redeploy to the other side of the board.

Ezikiel and the Remaining Libbies generate powers as the situation calls for and attach themselves to a Tac Squad apiece, and generally stay close enough to double Mind Worm's range and share powers if needed.

Every unit on the board benefits from Psychic Hood for DtW tests, and with anywhere from 12 to 17 Warp Dice to work with, there's a lot of potential carnage to be had.
