Ok so we know that Argel Tal has fused with his armor. While reading Betrayer, it describes as Argel Tals Face/Mask changing shape to mimic emotions. My question is this... Is it a shifting chaos mask face or are the motions just interpretations.

It's literally shifting. Argel Tal (and Raum) can reshape Argel Tal's organic body and the ceramite of his armour as required (for example 'suddenly I have wings') - it's much the same with his helmet having 'facial expressions' - it won't move as he speaks or anything petty like that, but as he gets angry, it would shift into something like a snarling wolf's face.

Note that it's definitely the actual metal moving - several times the shift is explicitly mentioned as being accompanied by a creak or squeal as the metal distorts.
