Looking to add some female commanders to my Guard army, though I don't know where to find many options for heads. Any help would be greatly appreciated.

I'll recommend both MadRobot's Female head set
and Eureka Miniatures Female Guard Conversion set. (Officer Torso and head below on Maximini Greatcoat legs)
I'm also looking into Victoria Miniatures parts and troops

Statuesque has some fantastic heads - and I believe available in both 28mm and 32mm. They're the ones you see with Eisenken models for making excellent Sisters of Battle proxies.
