Are there any Chaos Space Marine factions that are similar to the Space Wolves?

Viking like culture, from a cold planet, close combat orientated etc...

Khorne Berserkers (but not World Eaters) are probably the closest.

For one Khorne is basically evil Odin and have a wolf-theme going around. That's about it though.

You certainly can make one, but as has been said, canonically Skyrar's Dark Wolves take the cake.

Welcome to Chaos. One of the best things about chaos is that you can easily make up your own background. It's perfectly acceptable to make a warband that calls an icy deathworld home. Have fun with it, and model it!

One other option are the Wolf Brothers, the only succesor chapter of the Space Wolves. The Wolf Brothers suffered an accelerated degradation of the geneseed similar to the wulfen and most of them became renegades after being purgued. A few of them are now aligned with the Red Corsairs.

In my opinion these renegades are more interesting for a chaos werewolves themed army, but for a chaos (techno) viking army I would take the Skyrar´s Dark wolves.

Whatever you choose for your chapter (I'd just make one up) there are good third party fur cloaks/tabards etc. out there to make cool wolf themed models. Or maybe just buy a box of SW tacticals and CSMs and mix the parts together. Could be a good theme visually

Their a lot like the Black Legion or at least how Bowden has reimagined them. Most of the Black Legion are Luna WOLVES and seem to have the same controlled wild streak in them that the Space Wolves have. They also have flexible command structure where warriors are free to follow commanders they respect. I don't get how they could be compared to the world eaters anymore than the emperors children who care more about slaughter or perversion than winning, something that both wolves, the Luna and the space see as their primary objective. Oh and both the Black Legion and the Space Wolves believe in Brotherhood above dogma setting themselves apart from both sides of the war.

There is a splinter of the old Sons of Horus that didn't join the Black Legion, but became the Wolves of Horus (or something like that). Of course, Abaddon isn't exactly cool with chaos marines not bowing down to the Black Legion, especially those who were formerly Lunar Wolves, so there is a good chance they might not exist by M41.

No. That was the Sons of the Eye, who were originally part of the Black Legion and then left. The Wolves of Horus were never part of the Black Legion.
