I'll start this off by saying I'm pretty much brand new to 40k.
I've got the getting started necron set (overlord, warriors, swarm, and the stalker). I've bought a box of immortals and the lychguard.
I'm having a little trouble figuring out what I want to build from each of the 2 boxes, and would like some inputs. Preferably what and why please.

Build the Triarch Stalker with the heat ray option. Stalkers are generally used as army buffers for 1-2 turns. They die pretty quickly so equipping them with the free option is generally best. The gauss option is also a good pick.

Build the Immortals with the gauss option. Tesla is bad in the current version of the Necron codex.

Build the Lychguard with the swords and shields option. The 3++ invulnerable save of the shield is the cornerstone for many Lychstar builds.

Thanks! I will probably build it that way. I was looking into the deathmarks, I really liked their capabilities.

I was able to snag a few "necron bits" off eBay to maybe have more of those boxes assembled and not sit, but I will most likely go that way with the main parts and assemble what I can from what's left over.

Is the 3++ a armor, invuln (from shield) then protocols?

All Lychguard have 3+ armor.

If you equip them with swords and dispersion shields, they get 3++ invulnerable save (which is good to have against AP 3 or better weaponry).

Lychguard also have a 5+++ Reanimation Protocol roll to see if any wound that gets past the saves (whether cover, armor, or invulnerable) actually wound the model. The reanimation protocol roll is similar to the Feel No Pain special ability but is a bit better. Reanimation Protocol still works against Instant Death attacks for instance.

If the Lychguard are part of a Decurion they will get a 4+++ Reanimation Protocol roll along with any other model that has Reanimation Protocols.

I would like to note that Lychguard are also T5, something most people tend to forget until they face one in combat. With a 4+ Reanimation roll they effectively have a 2+ invul save at T5, which makes them ridiculously hard to put down for a 30 point model.

So facing a normal opponent is it 3 rolls or just 2?

armor/cover+invuln+reanimation
or
best of armor/cover / invuln & reanimation (if wound goes through)

It's best of armor/cover/invuln, followed by reanimation if the wound goes through.
