As the title says. Put 40k's armies in order in terms of how powerful they are on the tabletop when fielding the most powerful combination of units available to them - no allies. And maybe a description of the army composition and why.

No they aren't. Space Marines need Gladius therefore big enough points. Eldar can bring cheese at all levels.

Well, to actually make an on topic post, here's my subjective ranking.
Lets call this "1" tier. Armies that clearly are absurdly powerful, flexible, and consistent.
Eldar
Space Marines
Lets call the next "2" tier, armies that can match the 1 tier armies in most ways, and that lower tier armies wont stand any better chance against than 1st tier, but may have more variability or less flexibility or have specific and rare but powerful hardcounters.
Necrons
Tau
Daemons
Knights (when allowed to play as a full, unrestricted army)
Next are the "3's", just a twitch below the 2's with their best lists.
Dark Angels
Space Wolves
KDK
Lets call the next "4" class, armies that are clearly inferior to the above, but arent totally helpless with their absolute best lists.
Tyranids
Skitarii
AdMech
Orks
Grey Knights
Now "5" class. These armies can play with the 4's and kinda the 3's, but are going to get curbstomped by the 1/2 tiers.
Dark Eldar
Imperial Guard
Blood Angels
Chaos Space Marines
Sisters
Now tier "6", these armies are not entirely complete and without allies are just totally helpless
Harlequins
Tempestus Scions
Inquisition

I can't believe you just assumed that they identify as something. Gosh darn check your privilege, it's 2016.
But he does have a point. Eldar can bring the cheese at cheap levels akin to plasic wrapped square cheese. SM need to be at around big block of cheddar range to be really effective.

I'd put CSM in Tier 6, if they didn't have the Hellturkey and Ahriman shenanigans. Surely CSM now qualifies as a non-army.

Eh, I would put Harlequins in 5. They might not be complete, but with a good list you can do pretty well. They are quite restricted, but so are most low tier codex's.
