The Fist of Medusa detachment (from Angels of Death supplement) gives all models in the detachment +1 to their FNP rolls. Now per the new FAQ a Blood Angels Sanguinary Priest running with Iron Hands would negate their Chapter Tactics, thus not granting them the normal Iron Hands +1 to their FNP roll. However, I don't see the Fist of Medusa special FNP rule being described as anything having to do with Chapter Tactics. So would a normal biker squad in a Storm Lance Battle Demi Co for example, with a Sanguinary Priest riding with them, still get a 4+ FNP from the Priest's Narthecium and the Fist of Medusa rule?

At a glance... provided they were within 12" of an Independent Character from the same Detachment as also required by the rule, yes.
