I've got plenty of weapons, arms, shoulderpads, and torsos to make at least another squad or two of marines, and possibly an Honor Guard.

Looking for the cheapest set of legs, 10x or more, that I can buy in bulk and use to finish up some of these models. Anyone know a good place to start? I'm located in the US, and some of the best I've found were Blood Angel tactical squad legs, but that would require some filing as my chapter is Black Templars.

a bunch of online sculptor makes "Space Knight Legs" or "Spartan Legs" or something to that effect. They're basically marine legs in all but name.

If you need GW legs though, bitz sites are probably your only option. That or FW

eBay has plenty of sets of ten legs for under $20 including shipping, just type in "space marine legs". I don't think you're going to find cheaper than that without outbidding someone (and getting lucky in the process, there is a dev squad set of 5 legs that is currently under $2 before shipping but has 1.5 days left on bid).

The bits sites (regardless of whether they're GW bits or not) aren't going to go dirt cheap.

With shipping they'll still run right around ebay, it'd only be saving a couple bucks at most and in turn taking a long time to get here.

However, it does indeed save a little bit of money.

Depends on how picky you are about the details on the legs, but Hoads 'O Bits has 12 Khorne Berserker legs for about $9, and other marine legs for a bit more. They might be worth checking out.

KB legs are weird though, half of them look like they're a dog taking a pee and the other half look like they rode a horse for too long :/

I'll vouch for two bits sellers on EBay that also have their own sites.

HobbyTitan (Manifests on EBay as Bits-World) and Hoard O' Bits. Another one I've found good work from is Blackdagger Games, on Ebay as Windowbox

These two are my go-to's as well. They have a good assortment and you can either buy for a flat fee or try an auction and hope to get lucky, so it's all good.

Also, have you looked at kromlech by any chance? I thought I recalled that they had similiar to SM legs for their humans, http://bitsofwar.com/18-legionaries I've not tried them so, not sure 100% if they'd 'fit' but you could check it out maybe.
