The Eldar component is pretty self-explanatory, but the OA Vindicare is to be played by a Death Jester model. He's going through a phase in his career.
How well do you think this would work in an average GW pickup game, and would people refuse games against it?

It looks fine for a pickup game. It's not terribly strong for an Eldar list, but if it's just for pickup games it should be fine. There's some slight optimization you can do to make it stronger if you want:

- Scatter Laser instead of Shuriken Cannon on the Windrider. The extra range and extra shot is more useful than the Bladestorm special rule.

- Drop or change some Exarch upgrades somewhere in favour of a 6th Swooping Hawk, so you can use their large blast template when they arrive via Deep Strike.

- Power Sword on Hawks is a little counter-productive. You don't want these guys in combat, and any time you think they might get charged they can simply leave the table and come back next turn anywhere you want (with a blast attack!). I personally prefer Exarchs with either a Sun Rifle, or nothing.

- Instead of a CAD, you could organize the Eldar into a Runeweaver Host, and an Aspect Host. Your list meets all the requirements perfectly with the units you've already selected. This will give your Avengers and Hawks BS5 (6 on Exarchs), and will give your Fire Prism Twin-Linked against anything the Farseer can see, but you'll lose Objective Secured on your Troops.

Here's an example list with the changes suggested above:

Runeweaver Host - Primary
- Farseer Skyrunner w/ Spirit Stone of Anath'lan [130]
- 3 Windriders w/ 1 Scatter Laser[61]
- Fire Prism[125]

Aspect Host (+1BS)
- 4 Dire Avengers + Exarch w/ TL ASC [80]
- 4 Dire Avengers + Exarch w/ TL ASC[80]
- 5 Swooping Hawks + Exarch w/ Sunrifle [121]

Officio Assassinorum Detachment
- Death Jester Vindicare [150]

[Total: 747pts]

You could get some melee weapons back on your Avengers by dropping the Sunrifle if you like that better.

Bojazz has it right, I maybe tempted to keep the Shuriken cannons since the GW tables are small enough to negate the range bonus and are free from the 'scatterlaser stigma'people hate soo much.

It might be a plan to have the list written down as a CAD and again as formations, just in case your opponent has doesn't like to use them (I only say that because I'm guessing you just want to have as many games in as possible)

Some good suggestions here

I've already modeled one DA Exarch to have a Diresword for fluff purposes, so that one'll have to stick. I can do most of the rest if I locate my (currently missing) 6th SH though.
