All the weapons have own niches of use. Or slightly weaker and stronger playing for tornaments ot fluff..

Apologies but maybe the 'tactics' thread maybe a better place for this. That said: One of the widely accepted load-outs for Devestators is grav cannons, you need either a drop pod or something to transport them but they throw out a tremendous amount of firepower. incidentally these weapons also ignore armour saves and can immobilize vehicles, they are expensive however. The using Skyhammer Annihilation Force, allows you to field two Devastator squads in drop pods and gives them relentless for a turn as well. This load-out seems to work best with a unit of Devastators armed with Multi meltas for anti tank and a unit of Devastators with Grav Cannons for anti-infantry/ anti-MC/ anti-tank. You can also combine this with the Ultramarine Chapter tactics, they may use the Devastator Doctrine to have your Devastators reroll failed To hit rolls. That's the best I can do without knowing your chapter you are using and how powerful/how many points you want to invest in them.

The stock answer is “It depends” and with good reason.
What does your list need more of? Will your Chapter Tactic affect them? What style list do you play?
Grav cannons are good if you are going high mobility/null deployment drop, or the skyhammer annihilation force. Lots of firepower, very expensive, quite fragile. MMs can fill a similar role, but are cheeper and not as good. (MMs should generally be in tac squads, if anywhere)
My generic go-to recommendation for the classic use of devs (Sitting in cover in the backfield) is 4xLC. You rarely have enough AV in a list these days, and they do the job. Points are reasonable for what you get.
HBs are very niche, and don’t bring much to the list. IF Devs can get a little more use out of them, and they do look cool. Not bad if you need to fill a slot in a formation, as they are inexpensive.
MLs do everything poorly. But they can try to do everything. Frag missiles (and small blasts in general) are lackluster; I regret every one I send downrange. And if you are just shooting kracks for AV, might as well pony up for the LC.
PCs have a lot of issues. Small blasts being one of the big ones, with gets hot quick after. They disappoint me every time I take them out.

Though, i'm pesonnaly a big fan of them for tastes matters. In my opinion, Heavy Bolters or Missilelaunchers are the best options since the HBs are gonna wipe some infantry out while bazookas are able to handle both light infantry AND tanks while eating less points. What's sure is that Under no circumstances should you leave the squad at some 5 guys. You have to give like 2 to 3 soldiers to serve as casualties.

I'm not so sure... I've had the pleasure of playing a 1500 point game against a double skyhammer annihilation force mixed with a CAD.
No Grav, but that much heavy firepower (missiles x2/melta/Las) combined with UM chapter tactics just hurts.

Adding extra bullet sponges will make the squad tougher, but also less efficient per point spent on firepower. I like 5 man minimum squads.

I agree, however there is an exception: when running a skyhammer, Devesators that shoot at a unit cause a pinning test on 3d6, which suggests combat squading and shooting multiple targets is a damn good tactic for them
