I currently own 6 Mournfang Cavalry models; two champions, two horn-blowers, two banners. In the handbook, these models are 200 pts per 2 riders. Does anyone know if there is a rule or FAQ that states that reinforcement costs can be split amongst two units (I believe SGCT had this)? Can I pay 600 points and field them as 2 units of 3, or is that not possible here?

Veering dangerously into "that guy" territory here, but is there any rule that states the unit champion can't also be the horn-blower/banner bearer (or all three at once)?

That is not possible. Partial units would cost the full amount. In your case, that means two units of 3 would be 800points.
