I should mention a few things.
Most of this is bought already, but iv never played a game of 30k before so I need help tweaking this list to make it more effective.

Plan
One Vet squad is on the home objective, while the others in rhinos flank from reserve, jump out and flame whatever infantry is there.
Sicarans keep up with the Spartan and flank with the Marksmen while the Venator tries to not get killed turn one.
Spartan with Termies and Praetor go wherever they are needed, preferably down the center.
Im also thinking of dropping the rhinos and giving each squad another Heavy Flamer and the Sicarans armored ceramite.

I think one of the big things is that your army is very small and has very small squads for 2k in heresy.

Other than the termies, the Vets are at max squad size...

Most people don't rate Vets as line infantry and prefer to have either tacs or assault marines for that role. In the Rhino's I don't see a problem with vets. I think maybe your objective scoring squad could be more durable if you swapped it out for either 15-20 tacs or maybe even a boarding squad.

I hate telling you to make a small army smaller, but if you ditch the vexillas and one of your sicarans, you free up a ton of points. You can give your rhinos assault cannons, and then you can give your footslogging veteran squad two missile launchers and machine killer. When you're capping points in 30k, you only need them at the end of the game, and as everyone else will tell you, 10 marines can die fast. I've kept my footslogging tacticals in reserve just so I can silence some enemy artillery on turn one and two, and then they can walk onto the board and march towards an objective on my side. Use your footslogging veterans in a similar fashion. With the suspensor web on the missile launcher they can star shooting the first turn they walk in.

Use your left over points to splash in a speeder or an extra terminator or two. Maybe give your rhino veteran squads some power swords or axes. Also, I'd give them weapon master for the WS5. Hitting on 3 and then wounding on 3 will give you a nice hand to hand edge against other marine opponents who will probably outnumber you.

Edit, what about this army. Dropped the spartan and one termie, made the rest command squad termies and put them and the Praetor in a Dreaclaw.
It gives me a total of 1795, the goal for this army being 1850, giving me 55 points I can spend on extra flamers for the vets or ceramite on the sicarans.

I'm told that ceramite is rarely, if ever worth it on the sicarans. I don't know why but that's just some feedback I've had on my own 30k lists before.
