Just posting this to get a little feedback.

Conventional wisdom usually dictates to have the Combi-Weapon match the Special weapon and so on.

Usually Multimeltas are disregarded when it comes to tactical squads as well, though in this case Vulkan will be warlord.

I'm working on heavy and special weapons models this week and appreciate any feedback I can get.

It really depends on what role you want. If they are point filler then keeping them short and sweet is good enough. If you've got the idea to have them take out hordes (Flames, Flames, Flames) or Tanks (Melta, Melta, Melta) then the load out would change.
Personally, my go to are as follows:
Horde:
Combi Flamer, Flamer, HB (I play DA so it's not a bad choice)
MEQ
Combi Plasma, Plasma/Grav, Grav Cannon
TEQ/MC
^ Same
Fluff
Vet Sgt + Power sword, 1D6 (Flamer/Melta/Grav/Plasma/Reroll), 1D6(Plasma, Bolter, Missiles, Grav, MM, Reroll)

Seeing as you're talking about Sali, I'd say : Chainsword, Combi Melta, flamer, MM. Combat squad as needed.

Never put assault upgrades on tacticals, they are a complete waste of points. Anything that they can't beat down stock is not going to care about one marine with a bit of a harder punch. Take them in groups of five with a special weapon and a combi to match.

If you are running Vulkan, do a Combi-Flamer or Combi-Melta paired with the matching special. It will make your squad a little better when they are parked on an objective, but won't break the bank. I am not a huge fan of heavy weapons on Tactical Squads nor do I put Melee upgrades on them.

Although I usually opt for taking the melta bomb on the Sgt to give them a shot of hurting heavy armor in close combat.
