With RaR, it says " against vehicles count this weapon as S10. Against all other models inflict D3 woulda instead one 1."

Does this mean it is still foreign at strength 10? Or is this saying it's treated like a normal sniper, 4 up worlds anything but you are causing d3 wounds? Or would it be treated still as a S10 d3 wounds

It works as described - it is S10 only vs vehicles. It wounds like a normal sniper against all other models but after a failed save, inflicts D3 wounds instead of 1

If you are not firing against vehicles, why are you counting it as S10?
