I'm under the impression that it must have set exits because of things like webway gates in the dawn of war games. Does anyone know for sure one way or the other?
According to the 5th edition necron codex, the webway has a set of either naturally occurring or built-in exits. These are the most stable and permanent access locations. If they were indeed built in, it was by the old ones, who created the webway on the first place. Of course these points are now often useless because of the changes in the galaxy since they were created. During the war in heaven, the old ones used the webway to outmaneuver the necrons, resulting in their defeat. However, the C'tan known as the Burning One helped the necrons breach the webway using artificial temporary enterances known as dolmen gates. These are artificial access points probably similar to webway portals used by the eldar and dark eldar in the 41st millennium. These artificial enterances are more convenient, but usually smaller than natural exits. The webway also seems to be able to react to these forced breaches, as it quickly tries to seal them up. It is likely that the only being capable of making new, permanent exits was the Emperor. So all of the races reliant on webway travel: eldar, dark eldar, and necrons (to an extent) need to use temporary enterances, unless they happen to be near a big natural enterance.
TL; DR: The old ones probably put permanent access points into the webway, but now they are mostly out of date, making them seem random. But Eldar, Dark Eldar, and Necrons can create temporary artificial enterances to gain access.
