Salamanders' chapter tactics allow them to re-roll to-wound with flamer weapons. Flamer weapons have three main problems: they're short-ranged, they can't snap-shoot, and they're limited by special weapon slots. (Even a 10-strong tactical squad can only have one special weapon.)

However, a three-man bike squad can have two flamers and bring them to bear very quickly. Plus, bikers still have twin-linked bolters if they are out of flamer range and/or have to snap-shoot (e.g., while jinking). That's one very deadly 73-pt squad. You can also have a command squad on bikes with 5 flamers for 150 points, about the same price as a full-sized and well-kitted-out tactical squad.

It's a shame that there's no heavy flamer option for attack bikes.

The exact same principle applies to melta/multi-melta bikers with vulkan pointing menacingly behind them.

Master Crafted melta bomb on the sergeant for good measure. Chap at my local GW did exactly this and did very well in a recent tournament.

Some people find the idea that other people can be happy offensive, and will prefer causing harm to self improvement.
