So 16 battle suits with a 4++ and 5+fnp, along with 25 shield drones. Each unit can always opt to just run from combat and there is not a single gun in the whole army.

Clearly it is win by objective.

Do you need VRT's on all the suits? Some redundancy is obviously a good idea, but I'm wondering how many you could afford to drop as there's one suit without Stims at the moment. I mean if it's for Fleet wouldn't the Drones get in the way of that anyway?

I like the idea, quite original. The other alternative would have been several CADs spammed full of single suits without any upgrades (less interesting though I suppose).

If you are trying to win by objectives, why not 6x 2-3 suit squads with drones?

That being said, I don't exactly see it being impossible to win with, just extremely difficult.
