I would go with thinned Agrax Earthshade wash and then white drybrush. + correction with white.

That looks very much like a plain white such as ceremite white, washed with army painter's strong tone dip. I painted some zombicide zombies that way, and that's how they came out. Dab the strong tone off the raised areas with a clean brush, and when it's dry brush on some matte medium to take away the gloss finish.

A can of the strong tone can be quite expensive, but it's worth it, and it'll last you forever.

Thanks for the responses!

Looking at the paints I've got, I'm thinking about doing it with Rakarth Flesh, washed with Agrax, then Rakarth, with the odd line highlight of Pallid Wytch Flesh.
