Hey I am trying to build a fluffy IG army. I want to make an Engineering regiment. I'm curios how y'all would do this? also do enginseers repair buildings?

Answer the second question Enginseers can repair "fortifications" if they are owned (i.e. purchased as part of your army).

First question: other than modelling like that no, not really. If you want Mechanicus Guard play Skitarii or Skitarii and Adeptus Mechanicus instead.

Why Aye Ya Canny Dakkanaughts!

Try having a look through the Forge World astra militarium line and flip through some of their imperial armour books. There are a lot fluffy vehicles and units done by Forge world.

For example FW do a battlefield repair vehicle which can tow other broken down vehicles.
I believe this is it: https://www.forgeworld.co.uk/en-GB/Trojan-Support-Vehicle-Complete-Kit

Outside of trojans there isnt a lot of strictly "engineering" stuff with the exception of Death Korp of Krieg. They have Siege Engineers as a 5 man troop choice that has 4+ saves (if i recall), shotguns, and gas grenades for a relatively reasonable price. Their big draw is that they can take Siege Drill which are an attached monstrous creature that burrows out of the ground with the squad and melta blasts everything. Its very cool. You can find the rules for them in the Siege of Vraks book.

Otherwise I would suggest allying in Skitarii or Cult Mechanicus and simply model them like guardsman (i.e. kataphrons could be heavy weapon teams, dragoons are sentinels, Onagers are tanks, etc)

You also need to define engineers a bit better, as the term engineers encompasses a broad spectrum of battlefield enablers.

If you mean combat engineers or sappers, they'll look similar to a light or mech infantry company but be equipped for tasks of breaching obstacles and clearing routes of advance. Things that come to mind are vets with demolitions, special weapon squads with demo charges, sentinel power lifters, and Hellhounds, Demolishers, or Medusas to represent Mine Clearing Line Charge (MCLC) or the more archaic siege type of assets.

I use my DKoK engineers quite a lot actually. Them being troops and having acces to a wide range of weapons is rather nice. The 5 man engineers-squad in a Centaur transport can be quite effective. Equip them with a melta and heavy flamer and see your opponent underestimating this small unit time and again. They can also be equiped with a demo-charge for some extra fun.

Additional bonus...they look ace!

The Hades has been FAQed and, IIRC is not so effective anymore. I tend to prefer the engineers in a Centaur.

Im not seeing on forgeworld where it was FAQed, I think you must be thinking of its previous incarnation before they introduced the new Siege of Vraks book a year or so ago. As its written in that book they are fairly solid.
