I have a large DW army already painted. I was doing the right chapter pad with either paint or decals. With the new chapter pads in the box, I'd like to go with those, but bitz resellers are either out or charging way too much.

I know some people use Shapeways and have chapter pads printed out. How is the quality, would they match the GW pads? Prices? Anyone you'd recommend to order from?

I have no experience with this 2d printer but those Deathwatch shoulderpads have a lot of detail in it. I would not suggest using shapeways for it. The low quality is probably too low res and the high quality would be more expensive then just buying a cheap kit with the shoulderpads sprue on it.
