OK, so as the title suggests I have been charged with creating the scenario for the next bi-monthly APOC game at our local FLGS. We keep the games fluffy, with a scenario not just lay down models and start firing. This time it will be CHAOS of all types VS all comers.
I have to design the board idea, the scenario. Examples are do we start in middle and take it from all sides (giggidy) or do we start out dawn of war or hammer and anvil. What is the reason the forces of the imperium and xenos would unite to fight chaos forces?
Just something I can run with, because I am seriously drawing a blank.

I would strongly recommend you keep any scenarios simple. There's already a gajillion rules going on in Apoc, and the players will tend to focus on whats happening right now, as opposed to the objectives which might not matter for another 3 turns. An attack/defend scenario tends to be the default.
For Chaos specifically? A warp breach that allows a bunch of daemons to pop up in the enemies line is always a good one. As is 'One of the enemy characters is possessed and might explode into a bloodthirster'.

Depending on board size, and army size, i would suggest doing Hammer and anvil style, on a large possibly 8 or 10 x 6 table, deploy your defending force about 3 feet up, and the other force appropriately.
Your story could be your on a death world close to the eye of error, which with the all but confirmed end times happening in 40k say that its chaos getting antsy.
Start the game as normal, but each turn, roll a D 6 on a 5+ you can deep demons behind the defenders line, each turn that number goes down, so turn 2 its a 4+ 3 a 3+ ect ect.
Another suggest i would say, maybe not for this one, but for apoc games down the road, specifically say, bring x amount of points, no super heavies. Put super heavies in after everyone brings their normal guys because super heavies are so overpowered.

I like the idea of the surrounded force.
Chaos surrounded:
This could be the start of something, with the battle being right before, or right after something really bad happens. Could be a classic “stop the ritual” mission. Or an active warp rift (post ritual) spewing filth into the universe. Would probably want to set up some secondary objectives, so it doesn’t just turn into a scrum in the middle. These could either be secular objectives, unrelated to chaos (bastions, orbital relays, etc) or something tied to the fell powers (lay line nexus, pure/defiled holy sites, etc.) which tie into the central objectives.
Imperial surrounded:
This could be the first toehold, or the last stand. Holding the spaceport/LZ is going to be the primary objective. For secondary points, there are other aspects of a landing/spaceport that could effect things. You could have bonuses/VP for units breaking out of the ring of chaos that’s surrounding the middle (in the case of a landing). If you are running a last stand/evacuation, in addition to holding the port, you could try to keep avenues open to the table edges. Either abstract refugees trying to make it to the last ship, or run reinforcements/civilians in from the edges. Gives the imperials incentive to so something other the bunker.
Just some thoughts.

For the lore, you need a reason for all the factions to participate in the war. Orks are easy - they can't turn down a good fight. The Imperium could find something to be of enough importance on the planet to go after in force, maybe a relic or rumor of a relic? Eldar might get involved just because of a vision their farseer had which means they need to fight there to achieve... whatever Eldar want to do. Dark Eldar could've either found themselves stranded or gone looking for slaves and found something appealing about the Chaos forces in particular. Necrons... Just have there be a small tomb on the planet that got woken up and they're planning on killing everyone else after the major Chaos threat are gone. Tyranids are tricky, maybe just leave that one up to "because gameplay". Tau might've found themselves off-course and ended up in cryosleep on their ships for many years before awakening on approach to the system, and Chaos are the least friendly things around so they figured they'd try to stick it out with the other guys and win some good points (they're naive). And Chaos just wants to wreck everyone.
Modify any of that to your own personal liking. Or use it almost verbatim. I don't mind.
