Caps are no where in the multiple modifier rules(although they should be).
Caps exist only within the characteristics, and rules on saves(as far as basic rules go).
The Necron FAQ question, after you apply all 3 modifiers mathematically(before actual application to the roll) only resulted in a -1 to the requied roll anyways(and the RP rules are better written so that the roll on the dice can never be better than a 4+; which means whether you are applying a -1 to the target+, or a +1 to the dice roll; your dice themselves must show a 4 or higher at best).
If we are going to use the necron FAQ as a guide; then it should be all math done before application with the Cap from the rule itself applied if it goes beyond.
We still have no idea how to handle multiple modifiers or bonus/negatives(because multiple modifiers are only for characteristics) where a rule that provides the modifier has a cap(example: a rule that provides a +1 to cover saves which cannot make a save better than 4+, but then also the model gaining stealth; in this case, if a model is standing in ruins, the stealth can grant the bonus first and make the hypothetical special rule useless, or you can apply the rule first and then the stealth for a 3+ cover save as it was not the rule that made the cover save better than 4+... Maybe.)
