The actions of the primarchs, the horus heresy, the emperor being stuck in the Golden Throne is all planned thousands of years ahead of time. This is why he lets glaringly dangerous, and stupid things happen. Not because he's lazy or blind to what's going on, but because it's all be planned to happen.
