I saw this was done for AoS, has anyone done a compilation of the Start Collecting sets currently available and what the points cost are for them?

Its going to be harder to do with 40k considering wargear plays a huge factor in points and many armies can go crazy with equipping their models if they choose to do so. If such a list was to be made there would need to be some agreed upon criteria for how wargear should be counted for this list.

"Hold my shoota, I'm goin in"
Armies (7th edition points)
7000+ Points Death Skullz
4000 Points
+ + 3000 Points "The Fiery Heart of the Emperor"
3500 Points "Void Kraken" Space Marines
3000 Points "Bard's Booze Cruise"

Also, are we looking at just what’s in the box itself, or other things you could do with the unit. For example, the SM box tac squad could only take a ML for a heavy weapon.

Here is how I would assemble the two boxes for the armies I play (assuming a stand alone force, WYSWYG, from the box)

Space Marines - 455 points
Spoiler:

Captain
Terminator Armour [Relic Blade, Storm Bolter]

Venerable Dreadnought [Assault Cannon]
Power Fist [Heavy Flamer]

Tactical Squad (180pts) [Grav-gun, Missile Launcher (Frag & Krak), 9x Space Marines]
Space Marine Sergeant [Combi-grav]

Eldar 341 points
Spoiler:

Farseer (115pts) [Farseer Skyrunner, Shuriken Pistol, Singing Spear]

Windriders (81pts) [3x Windrider with Scatter laser]

Fire Prism [Holo-fields, Twin-linked shuriken catapults]

Outer Space, Apparently

I compiled the prices in this thread, but as said there and here by Vankraken, it varies massively due to wargear options; those lists are only the raw price of the models, with zero upgrades, which isn't a viable army by anyone's standards. They do help to get an approximation of what points cost you'd be looking at when you get your upgrades finalised - around 500-600 is right.

Hope this helps

G.A

This is just how I would equip them assuming I have only the bits provided in the box and no outside sources. These are kits that I own.

MIlitarum Tempestus Would be something like 340 if your arming them to be efficient and only using the bits included.
Spoiler:

Commisar- Stock wargear no upgrades because who brings a commissar in a Scions army other than to have the formation.
MT Command Squad - 2 Plasmas and 2 Volley Guns. I would use 4 Plasma so in order to make that work I converted 2 Space Wolf plasma guns to fit on the scions and only required a bit of cutting and gluing on a slight angle (or use green stuff) get the scion arms to fit with the hand placement on the SM plasma gun.
Scions - 2 Melta Guns
Taurox - Missile Launcher + Auto Cannon.

Space Wolves: Something like 540 but its highly dependent on wargear.
Spoiler:

Wolf Lord- Runic Armor, Wolf Claw + Stormshield (2x Claws, PF + SS are also quite viable)
Grey Hunters - 2x Plasma
Thunderwolf Cav - 3x Stormshield, 1 Powerfist, 1 Wolf Claw.

Tau: Something like 306 points. Please note you will end up with a fair amount of Drones unused this way. This can very easily become a markerlight drone squad in a CAD. This is roughly 100 points of drones.
Spoiler:

Ethereal - No upgrades
Fire Warriors (Strike) - DS8 Turret
Crisis Suits - 2x Fusion, 4x Plasma.

Yeah I think for sake of discussion it would have to be using the formation as included in the box, with only the options available in the kit. So a Tactical Squad could only have a Missile Launcher as a heavy weapon, or only 1x Plasma/Flamer/Grav/Melta since that's all that is included in the sprue. Idea would be for a new player, there's a lot of potential options (for instance with my Space Wolves collecting box I built my Lord with a plasma pistol and lightning claw because it looked cool). But I think it'd be nice to have some ideas.

The Skitarii box is minimum of 250/260 (depending on whether you get the Vanguard or Ranger Dominus Maniple sheet) and maximum of 620/640. That's limiting you to just what comes in the box, so no multiples of the special weapons on the Skitarii squad; with multiples, the max goes to 640/660.
