From the off, this is not going to cover all machines, just walkers and Super Heavy Walkers Vs MC/GMC.
For this Idea each category should have one base unit for comparison with all other adjusted off of them. I'm going to use the Standard Spacemarine Dreadnought Vs Carnifex and Imperial Knight Verse WraithKnight.
1st HP should equal wounds so a Dread and Carnifex both have 4 wounds/HP
Haywire and Poison to work the same but for machines or organics (eg haywire only does damage on a 6+ on Super heavies)
Walker get all round armour to represent their flexiblity over tanks etc
Machines take a HP on any damage roll that equals or beats their armour.
A to wound roll / Armour pen roll that needs a 2+ but scores a 6 causes a critical hit (1 HP/ wound + 1/2 weapon destroyed, 3/4 cripples, half movement, 5/6 Hit vitals, +D3 extra wounds/HP)
Melta weapons gain Fleshbane at half range.
Armour values - the weapon strenght need to damage a machine on a 4+ should be 1 or 2 pts higher then organic due to the lack of save so T6 = Armour 12
CC attacks. If no melee weapons both have AP4, Slashing weapons (Nid talons, Blood Talons etc) AP3 and Powerfist equivalents (Crushing Claws, thunder hammers etc) AP2
Restrict shield saves to 5+/6+ in combat all round or 4+ directional shield (like IK's)
Remove smash (that's what the weapons choices are for) and remove stomp and amend Attack values for Super Heavies/GMC, +D6 on the charge, +D3 any other time as the current Stomp doesn't allow for the idea that people are going to try to get out of the way.
With the above changes the pairs then get matched up. The Spacemarine Dreadnought would stay as it is but with +1 HP and the Carnifex would get +1 WS I & A to make it the better CC option as it is the weaker shooter.
Imperial Knights become Armour 13 all round with HP to match a Wraith knight with the Wraithknight pointed to a closure level of the knights.
From there units are adjusted from this, so Tau have better shield but are squishier in combat, Trygons and Contempters get shield save and a states boost but have the points cost increase over the basic Dreadnought/Carnifex to reflect that.
These aren't fixed ideas, more a starting principle balancing these similar but distinct unit types
The main thing I have left out of this is Graviton and D weapons as they have issues/treads all of their own which generally effect both MC/GMC and vehicles.
