This seems like a stupid question, but -

Can a chaplain consul take power weapons ASIDE from a maul? By the wording in the red book, it says Crozius Arcanum - Power Weapon (as shown on the model); to me, that looks like any of the usual power weapons (sword, maul, axe) would work, you just have to have it on the model. Am I misinterpreting this?

You are completly right. If your Chaplain has an axt on the model then an axt it is rulewise (as it is with all regulr power weapons on other models).
