Yay yet another deathwatch thread. However, I am unsure about the answer to this and hope you dakkanauts can answer this. Can Flesh Tearers, Blood Angels, and all other chapters that share sanguinius gene seed fall to the Flaw while serving in the deathwatch?

Yes, they can. It is not something that only happens when they are with other BA and successor chapters.

Yes. The Deathwatch's rules include "never tell anyone in your home chapters what you see whilst serving in the Watch" to protect other chapter's secrets, not just the Inquisition's!

The same would apply to a Space Wolf manifesting later stages of the Curse of the Wulfen.

You often find a large watch-station has one or more Blood Angels successors in a command role with a not-entirely-acknowledged responsibility for this. In the Deathwatch RPG, the Master of the Vigil is Mordrigael, who's an actual Blood Angel.

Original Chapter: Brother Marcus! So, this is your new Deathwatch team...and your...uh, um...pet?
Brother Marcus: He's a Space Wolf.
OC: Are they all so big and hairy?
BM: Their home planet is pretty cold.
OC: Why the fangs?
BM: Implants, they're biters.
OC: And the yellow eyes?
BM: Something about snow vision...
OC: The claws?
BM: So he can punch extra holes in alcohol cylinders and down the contents faster.
OC: Those Space Wolves are a tribute to the Imperium!

I don't break the rules but I'll bend them as far as they'll go.

To be honest, the best deathwatch conversation is between a seconded Dark Angels deathwing veteran and an Executioner.

"So....I know little of your chapter. Sons of Dorn, you say?"

"Yes. Sadly, we fell from grace due to our own stubborn pride and honour in the Badab War. We realised, too late, that we had turned away from the Emperor. We surrendered, confessed our fault openly, and - after a hundred year penitent crusade - were forgiven formally in the eyes of the Emperor and our brother astartes."

"Wait.....that was an option?"

Exalted!

Joke aside, as of 999.M41 the Executioners were still on penitent crusade and in fact were charging straight into the Orpheus Sector, a Necron stronghold that even the Minotaurs weren't able to save. There's a good chance they're all dead.

Warp travel took 'em back in time

There is a lot you can play on with the differences in chapter culture. Deathwatch is a great source of comedy.

"Because the Wolves kill cleanly, and we do not. They also kill quickly, and we have never done that, either. They fight, they win, and they stalk back to their ships with their tails held high. If they were ever ordered to destroy another Legion, they would do it by hurling warrior against warrior, seeking to grind their enemies down with the admirable delusions of the 'noble savage'. If we were ever ordered to assault another Legion, we would virus bomb their recruitment worlds; slaughter their serfs and slaves; poison their gene-seed repositories and spend the next dozen decades watching them die slow, humiliating deaths. Night after night, raid after raid, we'd overwhelm stragglers from their fleets and bleach their skulls to hang from our armour, until none remained. But that isn't the quick execution the Emperor needs, is it? The Wolves go for the throat. We go for the eyes. Then the tongue. Then the hands. Then the feet. Then we skin the crippled remains, and offer it up as an example to any still bearing witness. The Wolves were warriors before they became soldiers. We were murderers first, last, and always!" —Jago Sevatarion

So when the deathwatch sequesters somebody from one of their chapters they are not taking fresh space marines but hardened vets. I imagine that most people they choose from the BA and their other companies have learned to harden and temper themselves against the red thirst so while not impossible it is just unlikely
