How do units that have only a possibility of summoning work? If I don't have hundreds of points set aside, does that mean the screaming bell can't summon on a 12? What happens if a 12 is rolled? Can lord skreech verminking not functionally use his unique spell?
Essentially, if you have summoning abilities that create units, that are not a guarantee as if you were to use a summoning spell, do you need to have points set aside for it? Even though it very well could never occur? (Such as the screaming bell)

Anything you want to summon, you need to put on the side and have the points available.
It's just like having units in reserve for 40k.

Yes but you can't summon a verminlord with the bell on demand. It's not an ability you can choose to use, it's a rare chance of ever occuring. Setting aside almost 400 points, a fifth of a 2k point game, for something that most likely won't happen would be stupid. If you don't have the points, what do you do when you roll a 12 with the screaming bell?

If you roll a 12 on the screaming bell in matched play and you don't have 400 points put aside, nothing happens.
Because in matched play there is no free summoning period.

Reinforcement Points make no distinction on how the models are added to the army other than being a new unit versus being added to an existing unit.

In matched play units cannot increase models beyond starting number and must pay for models added to army from reinforcement points. Theres stated that abilities that allow add models to army do not cost reinforcement points.
EDIT: Screaming Bell and that Nurgle Hero for instance.

No, on page 108 in the very first paragraph under "Reinforcement Points" it says you need to set aside points to add new units from either a spell or ability
|

Again, where do these abilities specifically state that they don't cost Reinforcement Points? Where do Reinforcement Points state that they only apply to spells that add a new unit and not abilities that add a new unit? Please provide quotes to back up your claims. For example, a roll of 12 on the Screaming Bell's 'Peal of Doom' ability allows the player to set up a Verminlord. As this is a new unit, he must be paid for from your Reinforcement Points in Matched Play as there is no listed exception that abilities which give you a new unit do not cost you Reinforcement Points.

Read that section completely, written after "adding new models to army". Matched play limits summoning to starting number. You could understood this either way.

And that only applies when you're adding models to an existing unit, not when you're creating a NEW unit. That's why it says "Spells or abilities that allow you to add models to existing units don't cost you any reinforcement points." Going back to the 'Peal of Doom ability, it doesn't add to an existing unit, it creates a NEW unit which you must pay for using Reinforcement Points. Your interpretation would leave Reinforcement Points as a meaningless rule that you could never use.
