Do you have an IG codex?
The first sentence under 'Issuing an Order' on the 'Voice of Command' page is pretty clear.
Basically, no to both.

The Emperors Wrath artillery company formation does allow certain orders to be given to the tanks in that formation.

You can get some to allies with a bit of trickery, and being battle brothers.
Attach a IC to an allied unit, and give orders that have conferred special rules, such as bring it down giving tank/monster hunter, which affects the whole unit as long as atleast one model has it.
So attach a commissar, primaris psyker etc to a devastator squad and order the commissar to bring it down!

I don't think this would work. You have to select a friendly unit, not model, from Codex: Astra Militarum. When joined to a non-Astra Militarum unit they count as part of that unit.

From some FAQ and new codex(deathwatch) indications; they count as somewhere between neither and both faction/battlefield role/detachment units.
Currently the rules are all over the place on this.
