For example, the BA codex says that "The entire squad may take Jump Packs" for Death Company.

I handle it as follows:

For a situation like Death Company, I would pay the points and give every model Jump Packs, but for a situation like Ork boyz, I may give half the squad shootas and half the squad sluggas and choppas.

How about you? This is How you would put it.

Is this a HIWPI poll? A "oh, it would make more sense if I could do this, even though it's not allowed in the rules" poll?

RAW they are the same - "The entire squad may...".
If it was meant to be on a per-model basis, then it would be "Any model may..."

Well, having not really thought about it before, I'd go with the entire unit needing the upgrade, unless it's Kill Teams, which I would be quite happy to house-rule - there doesn't seem alot of point having only half a squad equipped with jump packs, for example, but in Kill Teams it would at least mean they weren't slowing everybody else down. And being able to mix and match shoota / slugga boys is hardly game-breaking.

I don't mix and match unless the rules allow me to. This is more a strange proposed house rule than a you make da call question for me.

But sure it could create some interesting units, such as half ard boyz.

Well that's just plain worse than all the guys having camouflage. Kill the "cloak dude" and the rest of the squad is more vulnerable than the should be according to the rules.

On topic: there're units that allow it, Terminator Assault Squads for example, and there are others like Marine Assault Squads that don't. Termis have an advantage, and I assume ("lol, balance in 40k") that that advantage is part of why they're more expensive.

That is why cloak-dude is also bare (other than the cloak) and in the back of the unit; shuffling around to always remain the furthest model from enemy units.

The whole idea of 1 dude who acts as a force multiplier always means that dude should be as well protected as possible via tactics.

Oh, I do understand the idea of a force multiplier. But if you pay 10 points extra on a Marine Scout Squad and then choose ("houserule") to only equip the Sarge with an actual Camo Cloak, your Scout Squad is not as good as it should be - all Scouts in that unit should have a Camo Cloak for 10 points total.
There are units (eg. most HQ units) that do the force multiplier thing in general, units that do it in their unit composition (e.g. Apothecaries in Command Squads) - and there are units that dont, like Scout Squads with their Camo Cloaks. It's all part of what makes one unit better or worse or at least different from another unit.

While it would be nice in some places (like putting half an assault squad in a drop pod, the other half with JPs) I just do it by the full squad. Most of the time if I wanted to do a half squad of something, I’ll just buy 2x5 man squads and gear them up as needed. Sometimes formations prevent that, but that’s one of their balancing factors.

I have always read "The entire unit may.......for x points per model" to mean that the option is available only if the entire unit, meaning every model, takes the option.
This is reinforced by the wording in other places, such as "Any model in the unit can.....for x points per model"

Why would the same codex have different wordings like this for different units unless the intention was for certain units to be "all or none".
For Example: "Any" Eldar WIndrider may upgrade to Scatterlaser or Shuricannons, but if you want your Wraithgaurd to have D-scythes, the "entire" unit must upgrade. I would love it if you could mix & match Wraithcannons & D-scythes in the same unit, but it doesn't appear to be possible.

For WYSIWYG options, like weapons, I would be ok with mix&match. Actually, in many cases this is already allowed by the codex.

Things that are hard or impossible to display on a model would require too much bookkeeping.
For instance, an entire Tau FW squad can take haywire grenades for 2pts/model. This is very suboptimal, especially with the FAQ that clarifies you can only use 1 in CC. It would be much better to buy the grenades for one model only, and hide it it the squad. But that would be a pain to keep track of who's holding the grenades.
This can work if only the sarge can buy grenades (which is the case for harlequins, or for most melta bomb upgrades), because then you have a specific model that corresponds to a specific wargear.
