So, a Ravenguard Talon Strike Force formation lets you reroll dice for deployment.

Let me pose a scenario;

Your opponent rolls a 6 to deploy, meaning they go first.
You roll, say, a 3. You re-roll as per the Talon Strike Force rules, and roll a 6.

Considering the rulebook states on pg. 11
In the result of a tie, roll again until one players wins - any modifiers that applied to the first roll also apply to further rolls.

(hang on, I answered my own question typing it out... i'll still share)

So, if you tie with the Talon Strike Force, you get to re-roll your re-roll...

Roll again is not a reroll.

A reroll has you roll again singly.

A tie for first turn has you both roll again(which is not a reroll).

So yes, you both roll again, and if he wins again you can reroll on that roll. If you tie again you both roll again.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

If it were not a "roll again" instead of a re-roll, if you both scored the same twice in a row when deciding who sets up (a one in thirty six chance, comes up often given the thousands of games that are played), then the game stalls right there.

Some dice rolls only make sense if you keep rolling until there is a winner, but "roll again" is not explictly defined in the rulebook, so we kind of add that destinction simply to make that one-in-thirty-six game happen at all.
