Yea it literally says Ongoing fails to come in on a role of 1 and it also gives a -1 to reserve rolls. It's pretty annoying when the dice are against you

Well if that is what it says verbatim then you'd get them on turn 4 regardless. I'd need to get in the rulebook (I'm at work now) but I believe ALL reserves you have come in automatically on turn 4. I'll corroborate after work.
