Last I checked you can not have normal drop pods in the Black Reaving. You can have the assault claws and such. But those are 100 points a pop.
I would recommend ditching the pods and slapping some jump packs on the Reavers.

I couldn't find anything in the Black Reaving Rites of War that restricts what kind of Drop Pod you can take. A Reaver squad can only take Rhino's or Anvillus Pattern Dreadclaw Drop Pods as a dedicated transport though. And in 30K, a "Plain Jane" Drop Pod is not a separate unit entry in the
FO chart- they are a dedicated troop transport. You can't take a Drop Pod as a transport unless it's a dedicated transport in a unit entry (or a Rite of War allows it).
To the
OP: I would say you are running an infantry blob list with very, very little maneuverability. You have no transports besides two drop pods, which presumably will be used to take objectives. But you armed the Reavers for close combat. As your opponent, I'd probably just let you have those two objectives, and never engage you in close combat. I'd either shoot them to death, or just make you move them away from the objective. You should really try and squeeze in a couple Rhino's or maybe look at a Reaver Squad with Jump Packs (jump infantry are actually pretty good in 30K).
You have no invulnerable saves on any of your characters. The Preator should probably drop the Archaeotech Pistol and Digital Lasers and just use a
BP, Paragon Blade, and Iron Halo. If anything, Mastercraft the Paragon Blade. The Apothacary's Narthecium is a 5+ Feel in Pain, and only in the squad he joins. Which squad will he be in? The best bang for the buck would be the 20 model Legion
Tac Squad, as it has no transport and will be a fire magnet. That leaves your Legion Vet Squad and
IC's defenseless without any Invulnerable saves. You're really not using the Cognis-signum on the Master of Signal to it's fullest potential. Parking him next to the Rapier Weapons Battery is a moot point as all his special rules really don't do much for blast template weapons.
Which brings me to another question: What's a Rapier Weapons Battery with three quad mortars? The Rapier Weapons Battery in my book (limited edition Legiones Astartes book) only has options for a Heavy Bolter, Laser Destroyer, or Graviton cannon. The Mortar's were in the Crusade Army List book which is no longer current as I understand (being replaced by the Legiones Astartes Age of Darkness army list book). You could probably save some points here by converting them over to Laser Destroyers and then you would have some serious anti-armor firepower.
There is no way of dealing with armor or flyers. I'm talking the Legion Spartan tank, Storm Eagle, Fire Raptor, or Lord of War Super Heavy that you could face. The only real anti-armor you have is the Contemptor Mortis Dreadnought, and I think you mean the Kheres Pattern Assault Cannon and not the twin linked autocannon? Makes a big difference. The Master of Signal's Bombardment is a one shot deal, highly inaccurate, and just as likely to hit you as it is to hit your opponent unless you use it early enough, and it still doesn't promise a guaranteed kill on a vehicle or super heavy, much less a flyer. The #1 target in your army would be the Contemptor because he is the only model you have with a weapon above S4 that could damage a vehicle (with the Rapier being the exception, but you technically can't take it anyways...). If I take that out, I could pretty much drive any vehicle all over the board and not worry about it being destroyed.

Preator:
MC Paragon Blade and Iron Halo
Master of Signals- refractor field, as he is going to be in a very small squad- the Rapier battery
Rapier Battery- Make 'em Laser Destroyers
Apothacary- Not much to say if he is just going to be there for a 5+++

Contemptor- No recommendations
Legion Vet Squad: Consider a Command Squad instead and give them a Rhino for your
HQ to ride in? If they try to foot slog across the table, they will never make it.
Reaver Squads: Give one Jump Packs and melta bombs, and the other give 'em a meltagun and Anvilius Drop Pod
Legion Tactical Squad: the chances of this squad ever making it into close combat are pretty low, much less being an effective close combat unit (they are Space Marines after all). Save a bunch of points here by not buying the close combat weapons. Maybe consider cutting this to a 10 man squad in a Rhino, and adding a five man Tactical Support Squad with special weapons in a Rhino as well?
Legion Drop Pods- already discussed; none of the units in this list may use "Plain Jane" Drop Pods.
Giving these guys some mobility in the form of Rhino's doesn't change the fluffy infantry heavy aspect of the Sons of Horus. Indeed, the Edge of the Spear and overwhelming force on a weak point all but necessitates the use of fast, maneuverable units to carry out the attack. I think you'll also find the list will play a lot better instead of trying to foot slog it across the table which could have devastating consequences against an armored opponent, or one with artillery.
