If i have Tetra, is there something that does not allow be to summon hordes of Daemons without scattering by using its Homing Beacon? Thing says "friendly units" not "friendly units from Tau Empire".

They wouldn't be classed as friendly units according to the allies matrix so they would scatter.

Are they not battle brothers in 7e for some reason?

I don't know the homing beacon rules, but daemons have easier ways to not scatter.

Yes I think they do. Also I don't think you would be able to deep strike anywhere within 12" of a come the apocolypse ally because deep striking counts as deploying.
