So the idea quite clearly is to flood the board with debris fields. Both Dash and Vrill benefit from this as (a) Dash ignores debris entirely and (b) Vrill's attack improves when shooting stressed opponents. The flight path for each ship stays relatively similar to the usual dash + bodyguard combination - Vrill blocks whilst Dash snipes. Dash is losing some maneuverability by dropping engine but that should be counteracted by opponents also losing maneuverability by having to traverse the obstacle strewn board. Ion projector seems more powerful than anti pursuit here as the opponent will have to consider the possibility of being stressed and ioned which leaves them in a terrible position to be shot by Dash. Ion projector also allows Dash to catch higher ps ships out by actively flying towards them for a block as opposed to flying away firing.
It seems powerful to me, certainly enough to be a thing. The additional board control should go a long way to mitigate some of the current weaknesses Dash + bodyguard currently has - particularly maneuverable high ps aces and triple Uboats.
