Im not sure I understand how the pinion company works.

Is this correct...
I have 2 scout bike squads that start the game on the table and 2 tactical squads in rhinos that start the game in reserve.

I infiltrate my scout bikers then decide to outflank with them which places them into ongoing reserves.
Using the pinion's wayfinders rule... can my scout bikers lead my two tac squads into play on turn 1 without rolling for reserves because the scouts are coming from ongoing reserves?

In order to Outflank you must be in Reserves. If you Infiltrate, you are deploying. If you start in Reserves, you are not coming in from Ongoing Reserves.

Unless there is something I am missing.

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

The rule book suggests that outflanking must be done the turn after you outflank but in the new ravenguard formation it says you can roll for reserves on turn 1.

Outflank is a way of coming in from Reserves (similar to Deep Strike). When you deploy a unit you choose to either deploy the unit, or place the unit in Reserves. If the Scouts have to come in from Ongoing Reserves, then they would not be able to come in Turn 1, as you cannot start the game in Ongoing Reserves, only normal Reserves.
