SS, 1 claw, 2 axes works well enough and you don't even have to take the squad leader upgrade if you need to trim points.
The Curse doesn't affect the Wulfen themselves or the fenris wolves. Strangely enough it does benefit cyberwolves.
As to how to use them I personally walk them and let them play cleanup after my infantry make a mess of their front lines. They draw a LOT of fire because they melt anything in
CC. In order to fix that issue I bring lots of fast moving units like Skyclaws and
TWC (and for troops footslog some Bloodclaws) to have the Curse help sling shot them quickly into the enemy lines. Forcing the enemy to choose between shooting my Wulfen or the load of fast moving (and possibly now feral) Space Wolves looking to charge down their throat on T1 or 2 helps draw fire away from the Wulfen (also they are the ones you use
LoS blocking to help protect against alpha strikes). Once the enemy shooting starts to run out of steam the Wulfen will be able to just mop the floor with anything short of a super psychic deathstar.
