Is it possible to have Dreadnoughts as troop choices without any other troop ''taxes''? (I use both GW and FW rules.)
I want to play a Cerastus Knight as a LoW with Dreadnoughts as troop choices.

Unbound. There are a few formations that can be mainly dreadnoughts and I can think of at least 1 pure dreadnought formation (The new blood angel one). The Anvil strike force could be all dreadnoughts minus the core choice of one armored task force which is like 260 points and then all your dreads ignore crew stunned and shaken.

Only troop dreadnaught I'm aware of is Cassor the Damned for blood angels. Who is unfortunately a named character, so you can only take one.

They aren't exactly troop choices but the Company of the Great Wolf Detachment allows you to run 1 HQ and 2 Elites mandatory for Space Wolves. The detachment has options for 3 additional HQs and 6 additional Elites slots.

With this particular Space Wolf Detachment, you can run a bound pure Dreadnought army.

1 HQ named Dreadnought and 8 Elite Dreadnoughts.

Edit: You could always squadron in more Dreadnoughts as well. You have 8 slots, so 24 (+1 HQ) potential Dreadnoughts in this 1 Detachment.

The Space wolves detachment might do it!

I'll echo the above. I've run Company of the Great Wolf, and it can be pretty effective to a degree, but also very fun.

Bjorn is actually pretty excellent by Dreadnought standards, and aside from his crummy initiative, he can be devastating. With him as HQ (usually planted in a Lucius Pod so you can generally pick your moment for Assaults), you can fill in your army with other Dreads, including the character Dread Murderfang, who again, is fun, but not necessarily amazing.

With Blood Angels' Flesh Tearers Strike Force deatchment you could run a pretty much all dread army (using Pods your fast attack slot)

HQ: 2 Librarian Dreads
Fast : Drop pod (up to 3)
Elite: 3 Dreads
Troops: Cassor the Damned
Heavy: Nice Forgworld Dreads
LOW: Imperial Knight

As a blood angels player, I feel obligated to say that the new bangles dread formation is rather good.
