With psykers (especially librarians) I tailor their selection IC powers to the enemy army so it varies. Default though I would think maybe the technomancy to buff himself or electromancy or W/e it's called.

Divination, hands down. The roll for psychic power will always come up with something useful and the primaris power is great.

Electrokinesis has some potential. Two of the powers give you enhanced mobility options (negating one of the main weaknesses of CC Dreads), while one of the powers can give him a 3++ Save. Infernal Claws gives you an extra attack and lets you clear tarpits more effectively too. Really, only the Witchfires are meh.

And even the primaris for Fulmination is pretty solid, it's just not anything terribly special. It can take a chunk out of tarpits, or do some damage to a unit you'd rather not charge (since you don't have to charge the target you hit with Witchfire).

Sanguinary discipline. All day every day. The primaris gives you fleet and +D3 initiative and attacks. You will strike before Knights and, most times, before wraithknights as well. For just 1 WC. Use your other mastery level on force or whatever other power you roll.
Take a Lucius pod to mitigate the mobility issue.
