That new brood lord models are pretty big. I'd consider those as the base, was that your thought?
I'd use a comination of carefully selected COD kit pieces with some plasticard and extra greeblies.
Shouldn't be too hard.

The Rt original had an ornate throne with GS faces sculpted on, the broodlord from the nid release i like the look of the legs as in easy to chop up and putty the gaps. The spacehulk and overkill patriarchs look harder to pose, i might need the model first to get the size right. I have a industrial walkway set i cant recall the company though, but the size might be right and with a bit of card like you say and gribblys it should be straight forward.

I would look at larger scale miniatures for a suitable throne (54mm fantasy stuff.)
