I am in the process of building a ravenguard army, the center piece of which is going to be vanguard veterans with jump packs.

Problem: the color scheme for ravenguard is black power armor with white details. Veterans get white arms.

I hate working with white paint. It's chalky. It globs together. It just doesn't do what I want it to do.

Can I get recommendations on another plausible color scheme that doesn't involve me having to deal with impossible to work with paint colors?

I'm considering replacing the white with yellow. Would this work? Or would another color be more ravenguard-y?

Red or Gray would be nice options, but the trick to painting white is to thin it down A LOT, and then gradually build up the color. A gray basecoat also helps.

I have had some success contrasting black and an Antique/Ivory white I have in a craft paint. I know, not a great selection, but there it is. I wash the antique/ivory with the seraphim wash (if its still called that...)

I never forget the Dakka unit scale is binary: Units are either OP or Garbage.

Try using a off white color. The old dehnab stone was great. It was a greyish of white color. Then you can highlight it with white. The contrast from the black armor will make the dehnab stone seem almost white.

Leave the arms off of your veterans when you prime them. Prime all the black bits black and paint accordingly. For the arms/shoulder pads/helmets you want white, prime them white, hit them with a gray wash, put a few white highlights on, paint the eyes, weapons metal and nuln oil wash. Assemble models. You only have to brush paint the actual white highlights, the rest is prime or wash.

Outer Space, Apparently

Try Celestra Grey (if you undercoated them black) and then Ulthuan Grey - both paints lack the gakky pigment you find in pure whites, allowing for much smoother coats when thinned with a bit of water. You can also go ahead and highlight it with White Scar when you're done.

Lay down a base of Administratum or Dawnstone Grey, this will allow you to shade the white to have a sense of depth to it. If you water down the white, you can build it up and get a great look.
