Can armies using the Forgeworld Chapter Tactics like the Carcharadons or the Raptors use formations/detachments from Codex Adeptus Astartes? ( and Angels of Death)?

Yes they can use any space marine formation, but remember that the detachments from AOD are chapter specific. For instance only chapters using Iron Hands Chapter tactics can use the Medusa strike force.
