Good Evening everyone, I've recently rejoined the 40k scene and I hear an awful lot about army power imbalance. I'm sure this question comes up from time to time, but it seems like a fun topic to me so: If players of absolutely identical skill levels are in control, what are power rankings of each army?

I haven't played enough to know at all personally, so I'll start by listing just a couple to set up a template. I'd like to know people's opinions on Tau, Dark Eldar, Ad Mech, Various inquisition armies, I.G./A.M., Space Wolves, Dark Angels, Grey Knights, Codex Chapters, Genestealer Cults, Chaos Daemons, and any armies I fail to list...I just don't know where they'd fall and don't want to piss people off by artificially shoving them somewhere. Just for example:

1) Eldar (I'm told they are by far the most O.P.)
2) CSM
3) Tyranids
4) Orks (All I've consistantly heard is Eldat is strongest, and these last 3 are hurting)

I've tried a few lists out using the traitor's hate detachment/formations, I'm probably not a great test subject seeing as though my local meta is competitive rather than friendly, however in my experience the TH book has not really made much of a change to CSM. It has given me an excuse to field CSM, so for that I'm grateful.

On the subject of new supplements, how does the Angel's blade book change the possisioning of Blood Angels? I have heard some say it doesn't look that good but I have also heard the family moan that TH is joke compared to what the Angels are getting.

The very phrasing of the question annoys me.

What does this question even mean? What codices have the strongest possible army builds? What specific army compositions within their respective codices are the strongest? What codices have the best internal balance and have the largest number of strong units?

You'll get loads of people telling you that Eldar and C:SM are the best codices. I'll tell you, however, that specific army builds within both of those codices are competitive, whereas others are not.

If you want to win games with absolutely no skill on your part, then spam Eldar jetbikes with scatter lasers, take a couple of wraithknights, and oh heck, why not throw in some wraithguard in a wave serpent?

Or perhaps you might use white scars space marines with a ton of grav cannons. And why not throw in a librarius conclave for good measure?

Or you could just spam riptides from the Tau codex.

Or you could spam flying hive tyrants with twin linked devourers from the Tyrranids codex.

You won't win any friends if you do this, of course. You might actively be shunned, depending on your local gaming community. I wouldn't play you.

But this says nothing about the overall power level of each of those codices.

Tau


Depends on your list. You can spam riptides and throw in a stormsurge or two for good measure, and your opponent might just rage quit. Or you could just spam fire warriors and lose.

Dark Eldar


Bad codex overall, but it has at least one viable spam list.

Ad Mech


May induce rage quits.

Various inquisition armies


Worse than Imperial Guard.

Space Wolves


Has the most OP melee build(s) in the game.

Dark Angels


3+ rerollable jinks. Again, rage quits are a distinct possibility.

Grey Knights


Has one viable rage quit-inducing build, and it's not even that particularly competitive.

Codex Chapters


Depends on what you're going for. The most competitive chapter is white scars. If you play a white scars gladius with grav cannon spam, expect to have fewer opponents who are willing to play with you.

Genestealer Cults


Horrible.

Chaos Daemons


Has a couple of viable builds, but overall, it's not a particularly good or bad codex.

1) Eldar (I'm told they are by far the most O.P.)


If you buy this codex and you have a non-competitive gaming community, expect the number of opponents who are willing to play with you to be minimal at best.

2) CSM


Absolutely horrible codex. Few viable builds. And whatever they can do, Codex Space Marines can, for the most part, do better.

3) Tyranids


Only good if you're spamming hive tyrants. Otherwise, expect to lose frequently in any competitive or even semi-competitive setting.

4) Orks (All I've consistantly heard is Eldat is strongest, and these last 3 are hurting)


One of the worst codices in the game. I'm not even sure that they have even one competitive build.

Top Tier in no particular order is
Eldar
Space Marines
Space Wolves
Necrons
Tau
Daemons

Bottom Tier is
Dark Eldar
Orks
Tyranids
*Blood Angels
*Chaos Space Marines
(* is because they very recently got new supplements which may or may not pull them out of the dumpster fire that the Boyz, Nids, and BDSM enthusiast have taken up residence in.)

Everything else is in the middle ground of these two extremes. I am also ignoring the "ally" factions like Militarum Tempestus and Inquisition because they lack so much in terms of options that they can't really be judged as a stand alone army.

I personally would put grey Knights lower. Take away dread Knights and they are one of the worst armies.

There're are quite a few recurring themes with the answers here. I have a much clearer picture, this has helped out a fair bit. Thank you all for taking the time to answer.

I agree with Deff Dred with one or two asterisks.
*Dark Angels: If you ignore the guys in white, minimize the guys in green, and go heavy on guys in black they get bumped to the top tier. Vanilla Marines are objectively better all around but Ravenwing is very very good.
*Tyranids: If you allow the Forgeworld Malanthropes you have an astonishingly good force multiplier for 85 points that bumps the bugs up to mid tier.
*Sisters of Battle: Absolutely one of my favorite armies. Built right they can scrape the bottom of top tier, built wrong they are one of the worst. However they play spoiler better than a lot of other armies because few armies can delete Knights, deathstars, jinking bikers, and monstrous creatures as fast as the good old SoB's. The Emperor loves massed AP1...

Take thunderwolves and wulfen away and spacewolves are wolvless worthless
