The very phrasing of the question annoys me.
What does this question even mean? What codices have the strongest possible army builds? What specific army compositions within their respective codices are the strongest? What codices have the best internal balance and have the largest number of strong units?
You'll get loads of people telling you that Eldar and C:
SM are the best codices. I'll tell you, however, that specific army builds within both of those codices are competitive, whereas others are not.
If you want to win games with absolutely no skill on your part, then spam Eldar jetbikes with scatter lasers, take a couple of wraithknights, and oh heck, why not throw in some wraithguard in a wave serpent?
Or perhaps you might use white scars space marines with a ton of grav cannons. And why not throw in a librarius conclave for good measure?
Or you could just spam riptides from the Tau codex.
Or you could spam flying hive tyrants with twin linked devourers from the Tyrranids codex.
You won't win any friends if you do this, of course. You might actively be shunned, depending on your local gaming community. I wouldn't play you.
But this says nothing about the overall power level of each of those codices.
Tau
Depends on your list. You can spam riptides and throw in a stormsurge or two for good measure, and your opponent might just rage quit. Or you could just spam fire warriors and lose.
Dark Eldar
Bad codex overall, but it has at least one viable spam list.
Ad Mech
May induce rage quits.
Various inquisition armies
Worse than Imperial Guard.
Space Wolves
Has the most
OP melee build(s) in the game.
Dark Angels
3+ rerollable jinks. Again, rage quits are a distinct possibility.
Grey Knights
Has one viable rage quit-inducing build, and it's not even that particularly competitive.
Codex Chapters
Depends on what you're going for. The most competitive chapter is white scars. If you play a white scars gladius with grav cannon spam, expect to have fewer opponents who are willing to play with you.
Genestealer Cults
Horrible.
Chaos Daemons
Has a couple of viable builds, but overall, it's not a particularly good or bad codex.
1) Eldar (I'm told they are by far the most O.P.)
If you buy this codex and you have a non-competitive gaming community, expect the number of opponents who are willing to play with you to be minimal at best.
2) CSM
Absolutely horrible codex. Few viable builds. And whatever they can do, Codex Space Marines can, for the most part, do better.
3) Tyranids
Only good if you're spamming hive tyrants. Otherwise, expect to lose frequently in any competitive or even semi-competitive setting.
4) Orks (All I've consistantly heard is Eldat is strongest, and these last 3 are hurting)
One of the worst codices in the game. I'm not even sure that they have even one competitive build.
