The Genestealer Cult Insurrection detachment has a command benefit named 'Numbers Beyond Counting' that says
Each time a unit from this Detachment arrives from Ongoing Reserves, it is reinforced - you can return D6 models to the unit that were slain previously during the battle.


So, can an Independant Character that was in a unit be 'reinforced' to the unit?

No.

The IC is not a model from the unit it is attached to, and cannot count as one when it is removed from play

At the point that you would ask that, the IC would have already be removed from the unit.

That's how I see it. But I'm not sure the wording shuts the door on it. And I know there's tournament organizers that use the rule like this.

The IC can't come back on its own accord, but thanks to being a part of another unit the turn before, the wording opens the door to abuse. It was joined to the unit and therefore part of it and then slain and thus the prerequisites are fulfilled.

Well if you want to get technical, nothing states that the slain models have to be from the unit.

One could make the argument, that the unit could be reinforced with slain enemy models as well.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Check for what qualifies an IC as being part of a unit, and how it leaves the unit.

Yes, something does state it must have been from the unit: you cannot return something to a place it has never been.
