I searched the forum to try and answer this simple question, but I only found threads about how the weapons work and so on.
Can non-DW chapters use the DW weapons such as the Infernus Heavy Bolter and Frag Cannon? I would really, really like Salamanders to have access to such an awesome weapon as the Infernus, and, while I'm sure its pts value and tables are in the DW Codex, I don't have the Codex. I'm not sure if it's exclusive to all-DW units/formations of if anyone can use the weapon.

Just play a DW codex force, but paint them green with dragons.
They could easily represent Salamander veterans on a long campaign who have forged new weapons to adapt to a new threat.
Either that or ask your opponent if they're fine with you using them on standard squads as heavy and/or special weapon replacements for the DW prices.

Legally, no they can't.
Thematically, do as the above poster says and take a DW force, paint them up as Salamander veterans, with no bolt pistols.
Of course, you don't get the Salamander bonuses.

That's what I figured, but I was just clarifying if there was some special ruling or something in the DW codex or elsewhere that forbade other chapters from using the weapons.
Since the unique weapons are one kind of a draw to the DW force, I didn't know if they were exclusive in order to make that force more appealing or different.

You would need a rule that permits Deathwatch wargear to be used by another codex, not something that forbids it.

But you could always ally them in as special vets.

The rule that forbids other chapters from using their stuff in a gaming perspective is that you need a rule allowing you to do that, as Ghaz pointed out. The ruleset is permissive, so you need permission in the rules to do such a thing.
From a fluff perspective, there really is no rule. Its the same thing with the Stormraven; one edition it was exclusive to BA for some made up reason that didn't make much sense, then magically in the next edition it was totally allowed and common for most other chapters to have them.
As far as I'm concerned, from a fluff standpoint, everything a marine uses should be available to every single other marine barring exceptional circumstances. In the case of the special/rare weapons of the DW, it would make sense for plenty of well known chapters to have access to some of the weapons through connections to various forge worlds and/or inquisitorial ties. A 1st founding chapter like the Sallies should literally have access to everything with the political clout they have.
Anyways, that's more of a fluff point than a YMDC.
For a YMDC thread, as JNAProductions stated, RAW is a hard no, RAI is still a no, but HYWPI is to do what is acceptable between you and your opponent.
