Hello! - Thought this might be a good first post to make.
I've tried to come up with rules for a more shooty HQ for Orks as there are in the regular codex. I got the idea from the Heralds of Ruin Ork Deadeye and went from there. - Would be really happy about any comments about points, balancing, model, rules ... well, everything

In our small 40k player group we play without formations, lords of war, or named characters from our codices. Instead are now trying to come up with our own special characters for our games&campaign.

Deadeye Dakka HQ(36 Points)
(Same stats and wargear/rules as a Kommando Nob, exept -1A, +1LD)
WS:4, BS:3, S:4, T:4, W:2, I:2, A:2, LD:8
'Here We Go!, Furious Charge, Infiltrate, Mob Rule, Move Through Cover, Stealth, Indipendent Character, Stikkbombs
-> Has acces to the same wargear as a warboss(exkl. Bike and Mega-Armor)

Dakka Dodo (Free)

Dakka Dododo is Deadeye's only remaining friend. He was given to him as a present from the great Big Mek "Tinktertank" aka. Big T. Minutes after he was sucked into the warp trying out his new Tellyeporta Kannon. Dakka Dodo is wired into Deadeye's Kustom Snypa, calculating the planet's rotation into the shot, giving it Twin-Linked. Doesn't make Deadeye's shots more accurate, but correcting it a little. Especially useful for long-range shots on huge space rocks.


Deadeye's "Special" Cigar (Free)
Spoiler:
Deadeye's "special" cigar calms his twitchy ork trigger finger and raises his BS by 1 and lowers his I by 1. (Already included in profile)


Kustom Snypa (55 Points)
The Kustom Snypa was given to Deadeye a long time ago, together with Dakka Dodo, as a present from Tinkertank as thanks for saving him from Tau captivity. - Deadeye hates those fishies.
Melee:
"Good thing there is a chain saw attached to the front of the Kustom Snypa"
S+2, AP6, Unweildy, Two-Handed

Shooting:
Each shooting phase, Deadeye chan choose from one of four ammo types.
'Nade lobba: "Foump! - Deadeye just loves the sound a genade launcher makes!"

Snypa Round: SX/4 AP 6/2 Assault 1, Sniper, Rending "Just regular, good ol' snipa rounds ... that go 'Boom!' inside the target"

to wound rolls of 6 inflicts 1 wound, is targeted and AP2, range 48"


Turbo penetrator: "Green-tip ammo reserved for the more durable targets. Deadeye loses his Stealth special rule for one round, because this round isn't really sneaky"

Ammo of the day: Assault, Range 48"
"Orks aren't known for organizing their ammo. Deadeye reaches into his ammo pouch and loads the first round he gets his orky fingers around."

After selecting the target roll 2D6 on the following table to determine the ammo.

2 Whoops!: "Deadeye's cigar set the experimental ammo on fire."
Place a 3" vortext over deadeye and roll 2D6 scatter, ignoring Deadeye's BS. Hits are still hits.

3-4 It's a dud!: "Some stupid imperial ammo got into Deadeye's mag."
D3+1 shots at S3 AP6

5-7 Loota's stolen ammo: "Dis' ammo from some Loota he beat up the day before."
D3+1 shots at S7 AP4

8-9 Plasma melon-fether!: "Who knew that the Kustom Snypa could fire plasma?... Orks."
D3+1 shots S7 AP3, Gets Hot!

10 Kustom Dakka ammo: "Some leftover ammo Tinkertank gave Deadeye with the Kustom Snypa"
S9 AP2, Pinning.

11 fething Howitzer!: "Deadeye knew he shouldn't have shot this ammo."
Shot is resolved at S10 AP2, Armorbane. The recoil is so hard, that Deadeye suffers a wound, as the rifle smashes into his shoulder. Normal Armor/Saving thows allowed.

12 Experimental Ammo: "Deadeye somehow got his fingers on some sweeet dakka!"
Place a 3" vortex over the target and roll for scatter

I like the concept, but the gun seems unnecessarily complicated. I'd suggest dropping the d3 wounds from the sniper round and removing the Ammo of the Day rule in favour of some effect that randomizes which shot type you use.

Also I don't think the melee weapon needs Unwieldy, and he could be closer to 65-75pts instead of the 88pts you've got him at. You may want to fix his options, as well; Special Characters don't normally have 'may take options available to a Warboss'.

Balanced Game: Noun. A game in which all options and choices are worth using.

I think most of the Ork characters get squigs and stuff to buy though, so the option might very well meant that. However I'd still rather use the Flash Gitz guy.

What is his warlord trait..( I am guessing Kunning but Brutal)
Make it has runts and squigs available to him as options ..
Might want to make it one random chart to shoot from rolled after picking target..or alternately make it a simple sniper rifle with a randomn alternate roll if he uses different ammo ..

I would support a change where the Sniper Rifle has a single, normal style attack (preferrably a decent all-rounder in terms of mechanics), with the choice of choosing a random ammo type (with an accompanying 3 choices, rolled randomly, with stronger but more specialized mechanics).
