DINLT: Red and brass is Khorne. Red and gold is Magnus' Legion heraldry. He's also a Daemon of Tzeentch, so he can be whatever colour you like really.
He's still a Cyclops. Though not in the traditional sense.

The guys with half-decent psyker mojo didn't get Rubric'd but the weaker ones did. Plus, it's possible that they've been able to replicate more gene-seed to implant in new recruits.

Lazy? Possibly. It's not a bad idea though if it generates more sales for the range. 40k is all about the mutants and whatnot anyway, so it's nice they're bringing back some variety to CSM forces.
